Template of choice,I am using template 6 by Von at Soaring Hawk's Nest here. Thank you Von for the awesome templates!

Font of choice,I am using Sachiko here.

-This tutorial was written assuming you have working knowledge of PSP-

Open your template/hit shiftD to duplicate/close the orginal/delete credit layer/highlight raster 1 layer/flood fill white.

Highlight raster 2 layer/click on the purple edge of the circle/paste paper 6 into selections(edit)/selections/select none/repeat for center of circle using paper 11/do not deselect.

Paste close up as a new layer/position/selections/invert/delete/deselect/dropshadow:

Vertical -5
Horizonal -5
Opacity 45
Blur 4

Right click on close up layer/merge/merge down/resize 20%/position/dropshadow:

Vertical 4
Horizonal 4
Opacity 50
Blur 5

Highlight raster 3 layer/click on black edge with your magicwand/paste paper 3 into selections/deselect/repeat in center of raster 3 using paper 2/resize 20%/same dropshadow.

Repeat on raster 4 layer using paper 5.

Right click on raster 4 layer/merge/merge down to raster 2 layer.

Paste circle doodle/layers/duplicate/position.

Paste flowered doodle/layers/duplicate/position.

Paste fancy doodle/resize 25% /image/free rotate to the left 90 degrees/layers/duplicate/position both layers.

Paste double bow 2/resize 60%/position/dropshadow:

Vertical 3
Horizonal 3
Opacity 57
Blur 4

Repeat with fan.

Paste flower 2/resize 60%/edit/repeat resize/layers/duplicate/position/same dropshadow.

Image/resize all layers 20%.

Add copyrights.

Add name.

Layers/merge/merge visible.

Save.
